ITPEC (Information Technology Professional Examination Council)

Information Technology Professional Examination Council (ITPEC) was established in November 2005 by representatives from the countries that have adopted JITEC-IPA’s Examination Skill Standards to conduct the Common FE Examination.

The council is currently comprised of members including the Philippines, Thailand, Vietnam, Myanmar, Malaysia, Mongolia, and Japan.

The council has agreed to conduct the examination on the same date and time with the same set of questions, so that the examination is consistent among all of the member countries. This consistency enables accurate measurement of the skills of the examinees, as the region shares one set of IT Skill Standards. Since its commencement, the Common FE Examination has been conducted biannually, in April and October. IPA promotes the mutual recognition of additional categories of the ITEE in the member countries.

On Sunday, April 2, 2006, the first Common FE Examination was administered in each of ITPEC member countries except Thailand, where it was postponed until April 30, due to its snap general elections.

On Sunday, October 1, 2006, the second examination was administered.

On Sunday, April 1, 2007, the third examination was administered.

On Sunday, October 28, 2007, the fourth and most recent examination was administered.

Our members have been using the same logo to raise public recognition of the examination and have adopted a common marketing strategy. JITEC-IPA expects to induct the non-member countries in the region, establish multi-lateral mutual recognition agreements, and transform its council into a fully Asia-wide organization.


Background of the Mutual Recognition of ITEE Skill Standards

In October 2000, the economic ministers of ASEAN, the People's Republic of China, the Republic of Korea, and Japan convened in Chiang Mai, Thailand, and agreed to promote a program to recognize common Skill Standards in the IT field across Asia.

The mutual recognition of the established Skill Standards for IT engineers will facilitate cross-border cooperation among businesses and the exchange of IT human resources across the region, as the Skill Standards enables the objective assessment of individuals’ technical level.

As of November 2007, JITEC-IPA has signed mutual recognition agreements with eleven partners, listed below as "Counterparts." We are very fortunate to have leading IT and educational organizations with access to modern technology in the region as our counterparts in this endeavor.

Courses to “train the trainers” and other technical courses are provided through other related agencies or organizations to supplement our activities.
